DOS MIMP v 1.0 by Dan Moline. The Motorola Impedance Matching Program written back in 1992. I was lucky enough to work with Dan towards the end of what was left of the various takeovers of the Motorola US RF Power Division. But the program still has utility even if in DOS which is not a problem for those prepared to install DOSbox
Almond. Placed on the DOS public domain boards many years ago it contained many of the features of Classic DOS Compact (a linear S parameter circuit simulator). By Chris Trask of Sonora Radio Research? it goes a little further than MIMP and requires the Use of DOSbox. I've spent a little effort to rewrite the manual in LaTeX. Dates back to around 1983 just around/before the release of the first EESof Touchstone simulator
Ansoft Designer Student Version. (please respect the license). Up until about 2001 a Windows version of the famous Compact Software (linear simulator) was available as the ARRL Radio Designer (or Super Compact)and included with the ARRL Radio Handbook. At that time Compact software was bought out by Ansoft. Ansoft Designer is this same software when Ansoft integrated it into its offering. It has a modern windows interface and is still very servicable as a linear simulator
HP Appcad. When HP was still primarily an RF and associated test equipment manufacturer it included a RF semiconductor division and wrote Appcad as an easy to use calculator for basic design of circuits and analysis of smith charts. It was recompiled by Agilent and so is available on the net with the Agilent logo. It has a couple of nice features such as a mixer product calculator
SPara123. A very nice S,Z,H parameter viewer, matching program
uSimmics-5.8. This is the new name for the successor to Qucs - Studio so as to differentiate it from QUCS name which seems to have forked to QUCS-S. Integrates a number of RF simulation technologies that are very nice. GPL software that is very capable with linear, nonlinear and harmonic simulation possibilities. Probably to best open source alternative to Microwave Office or Keysight ADS
RFSim99. A nice easy to use, albeit limited S parameter linear simulation tool that can nevertheless prove very useful for RF design tasks, This appears to the a recompiled? version by G0FTD (Andy) that works on current versions of Windows.
KE5FX GPIB Toolkit. Everybody needs a gpib controlled HPGL HP7470 plotter emulator on their computer these days. KE5FX has written a suite of tools for easy GPIB capture of data from instruments.
GNU AWK (gawk) 3.1.6. When you need to run and develop AWK scripts for parsing data on Windows this is what you need.
GNU Notepad++ v8.8.5 When you need a programmers editor I generally prefer this and have used it to create this website, the Touchstone files and to write code (Java/AWK etc. etc.). Sometimes you want something simple.(.

The Application targeted (not Enterprise) SDK v.8 After Sun Microsystems went belly up and was bought by Oracle things continued on roughly as normal until some aspects of the core were depricated. One of these was COM. The community stepped in with RXTX. For some v8 of the JDK was a highlight and they build for that. Both v8 and v25 support Java2 but the degree of deprication of Java features varies. I still have code that compiles cleanly after 25 years as the move the Java 2 happened fairly early and before Sun's demise. So far COM has been the biggest problem and RXTX was not finished but this was years ago and may have been fixed by now.
DOSBox 0.74 It's amazing how many good bits of old DOS software there are (NEC, MININEC, PUFF, Quickbasic/QB45 etc. etc.) and to run them on the new versions of windows you are going to need to install DOSbox
